Megan Panek of Sturbridge has been elected as president of Women in Development of Greater Boston, a nonprofit professional association dedicated to promoting philanthropy and supporting the advancement of women in the development profession. Ms. Panek is a long-time member of the WIDGB board of directors, and the director of individual giving for the University of Massachusetts Medical School and UMass Memorial Medical Center in Worcester.

United Bank of West Springfield has announced the promotion of Jane Loranger of Oxford to assistant vice president. A commercial banking officer in the bank’s Worcester region, Ms. Loranger became part of the United commercial lending team in 2009 following the bank’s merger with Commonwealth National Bank.

Zachary S. Tsetsos of Oxford has been appointed to serve as the new director of constituent and community relations for state Sen. Richard T. Moore, D-Uxbridge. Mr. Tsetsos succeeds Sean Riley of Milford, who was recently promoted to director of external affairs. Mr. Tsetsos previously interned for Mr. Moore, during which he assisted with constituent inquiries and researched district public health issues. As an undergraduate student at Stonehill College, he spent a semester in Washington, D.C., where he worked as a legislative intern for U.S. Sen. Scott Brown, R-Mass.

Richard C. Nolin has been appointed vice president of retirement plans for Carroll Enterprises Inc. in Worcester. Mr. Nolin has been with Carroll Enterprises for more than 15 years and previously served as general manager of Group Health Benefit Administrators Inc., a Carroll Enterprises company.

ETM Manufacturing, a sheet metal manufacturer in Littleton, has hired Richard Dapp of Worcester as business development manager. Mr. Dapp has nearly 40 years of manufacturing experience in engineering, sales and service. He previously worked at NAVUS Automation and New England Precision Robotics.

Vincent P. Wassel of Shrewsbury has been promoted to the position of business communications specialist for Valley Communications Systems Inc. in Chicopee. Working throughout New England, Mr. Wassel will be responsible for helping businesses in need of voice communication technology. He will continue in his role as network services manager at Valley Communications Systems, a job he has held for four years, overseeing a division with 15 network service providers.

Denis Ferreira of Wrentham has been hired as the information technology services manager at Competitive Edge Services, an IT consulting firm in Westboro. His main responsibilities include advising clients on technology solutions, project management, and managing the company’s team of technicians and engineers. Mr. Ferreira has six years of experience consulting in the areas of network engineering, project management and team management.

R. Joseph Salois, president and owner of Atlas Distributing in Auburn, has been elected to the board of directors for Fidelity Bank in Leominster. Mr. Salois of Sutton is chairman of the board of Greater Worcester Community Foundation and a trustee with both Saint Vincent Hospital and Mechanics Hall, both in Worcester.

In addition, the following people were elected to the bank’s board of corporators: Winfield S. Brown, president and chief executive officer of Heywood Hospital, Gardner; John M. Flick, an attorney with Flick Law Group and the city solicitor for the city of Gardner; Mark A. Puccio, owner of Performance Management Group, Northboro; and Mr. Salois.
