Senate hears testimony on state tax incentive policy

The state Senate Committee on Post Audit and Oversight Hearing held a fact-finding hearing today to investigate the granting of tax incentives to businesses to spur job creation and retention.

The committee heard testimony about the need for greater transparency and evaluation of such incentives and for remedies to ensure that taxpayers’ money is used effectively.

Witnesses included Executive Office of Housing and Economic Development Secretary Greg Bialecki, the Executive Office of Administration and Finance General Counsel David Sullivan, Noah Berger of the Massachusetts Budget and Public Policy Center, Professor Peter Enrich of Northeastern University School of Law, Professor Michael Goodman of UMass Dartmouth School of Public Policy and Jim Klocke, the executive vice president of the Greater Boston Chamber of Commerce.
