How to get property back from scene of Boston Marathon bombings

The Boston Police Department is in possession of property of individuals who were at the scene of the Marathon bombings. This property has been reviewed by investigators, and determined to have no evidentiary value, and therefore may be returned to owners. There are three ways by which individuals may inquire about their property:
